I suspect Shreveport will make national headlines for "shutting off water to low-income minorities" and the world will keep turning.
Nobody will care about the true reasons for this happening (nobody paying their bills at multiple levels). It will be strictly turned into a race/class thing and the water will be turned back on due to outside pressures.

The genesis of this problem is likely a crappy section 8 administrator in Shreveport who allowed the residence to remain without keeping up their end of the bargain. Section 8 has some pretty decent requirements that tenants must follow in order to have the government pay their 70%.

Shreveport was such a fun place in the 70s and early 80s. The square was an awesome place.

Who started that shite in Metry years ago? Aaron Broussard? Maybe someone befoe him? I know this clown in the link and the dude from Dragos wanted to make Fat City the next Rodeo Drive. Yeah ok. See how that's working out. Section 8 has done Metry in.

My wife used to be a property manager. She knows all about dealing with section 8. She said the government pays 40% of the rent and the property owner can’t evict if they take any of the section 8 payment for that specific apartment.
So a tenant can completely ignore the landlord and not pay a damn thing and the owner can do nothing about it if they keep taking the 40% payments.

Came here to answer this question, sometimes section 8 will pay the full 100% but regardless the rent is severely reduced.
Side note: Lived for a short period of time in Section 8 housing, was sort of like a "scared straight" program.

I had to live in Shreveport for a time and worked out in a gym on Quail Creek. It's amazing how shitty that city has become.

Apparently the property manager at Quail Creek put a sign on the door that they were closed and the entire staff left the property. They said they have a serious issue with squatters and residents refusing to pay rent. Some owed more than $16K in back rent.

This was announced yesterday. There was a shooting at Quail Creek last night. Crime was already bad there. This is going to make it the Wild West.
This is probably the first step towards action items being taken by the city towards shutting them down. So eventually new management or possibly even being demolished or redeveloped.
There is a similar complex in Tigerland in Baton Rouge that was shut down and will hopefully be redeveloped. But just it being empty has been a huge help. If that fate met about 3 other similar, smaller complexes in that area....it will be a huge net positive.

Lax enforcement is the issue. You probably have 1/2 of the residents who cannot afford to live elsewhere and they pay their rent.
But, the squatters and non-payers ruin it for them. There is likely a trespassing problem also.
