Shockingly, it actually makes sense and, for the most part, follows existing parish boundaries.
But, it doesn't guarantee a black district, so I am sure it's a no go because it is NOT race-based.

By guaranteeing a black district, how is that Constitutional? Has this "guarantee" ever been challenged?

This would create more competitive districts. Doubt any sitting members would want that.
As far as minority districts, it may not guarantee 2 dem seats but it gives you a shot at winning more than 2.

We all know the political stripe of university profs. They don’t have to provide a minority district to win.

They need to hand this over to the math nerds.
Seems like a computer could spit out an objective map based on location and population pretty easily.
Take the politician factor out of drawing lines.

Since we lost a seat, the only real question is how do you spli up north and central La. N.O., N.O. Suburbs, B.R., coastal, s.west, are naturally aligned, compact districts.
