I think the correct way of saying that is that Eisenhower has been quoted as saying that in 1952. There doesn't seem to be any evidence of him actually saying it though.

People who understand how the world really works, instead of the propaganda we are all fed, fully understand what he meant by that.

It’s very plausible that many Nazi leaders were brought to the USA after the war. See Operation Paperclip. The CIA was created out of the OSS, after the war, based on many principles of the Gestapo.

J Edgar Hoover had FBI Agents running all over South America looking for Hitler. There were a number of Nazis that had escaped from Germany to South America on phony Red Cross documents. There were numerous reports filed by FBI Agents of Hitler sightings. Some still remain classified to this day.

There is no way his silence could be bought...
ANYONE's "silence can be bought" or forces because everyone has a price. Simon Wiesenthal was not immune to it either. ( As we've come to note in modern times, people can be paid-off, threatened and blackmailed by people in power.)
So many odd deals were made by ALL sides near the end of WW2's conclusion. (ex: USSR was given rule to enslave all Eastern Europe; NASA ; "Ratlines" to South America #Vatican & RCC officials)
None of these arranged deals were openly aired and broadcast to the general public for good reason. (nor especially would there ever be any public admission that one A. Shicklegruber might be snuck out of Germany and given sanctuary in S. America).

You’re also assuming the Schlieffen Plan works to perfection and Germans go on to defeat Russia while holding off anyone else interested in playing.

Exactly. I’d love to say more about what I think he meant by that, but given how this certain “group” of people have power in the US government and like to censor anyone who criticizes them, I’ll leave it at that.
