In multiple senses.
She was part of the bloc in the Senate that killed ISD funding for St George, then told them to form a city.
Then when she got elected she did such a fricking godawful job that the petition got enough signatures and won a vote.
And instead of working with St George, she spent years fricking with them in court and not setting aside the tax money in question into escrow.
BR is going to end up in the hole by tens of millions, if not more, just in back revenue for St George and she has been wishing in one hand and shitting in the other to try and block the incorporation.

I understand your plight. I never even imagined this would be the lengths we'd have to go in order to better our school system. The idea of forming a city in unincorporated BR was ludicrous to me when it was first announced, as it was probably also to Broome, her admin, and the metro council. But as it gained steam, it's viability was more and more sound.
A GOOD mayor would have already met with her constituents before such an idea even got off the ground. She chose poorly. Now instead of being known as just another Baton Rouge mayor, she'll forever be known as the one who absolutely destroyed the city.

Was setting aside sales tax money collected in StG still required after Broome’s partners in crime ruled against StG before appeal to state Supreme Court?

Until we change the city parish form of government, EBR will never be right. We need a parish president and a mayor. Not a mayor president.

Not sure if it were required but it would have been a good fricking idea considering the case was not resolved.

SWB's voice was literally shaking in her presser this afternoon. She seemed completely shocked "her side" lost; I'm sure she's been told this case was a slam dunk in her favor.

From reading the opinion, I'm a bit confused at this to an extent. It almost seemed as if there needed to be a separate vote to allocate the 2% sales tax to St. George. If that is the case, Baton Rouge potentially wouldn't owe anything, but I'm sure that will be clarified through the courts, because that is the $250,000,000 question.
Hopefully the sales tax that would have gone to St. George is in escrow pending the opinion, but as was one of the determining factors in this case, Baton Rouge can't balance their books without their tax colony.

Are there still more people in the parish living outside of BR’s city limits? It was this way for the 2020 census by just under 2000 people, but I don’t know if that has held up in past few years.
In 1950 three years after current city-parish govt installed just over 79% of EBR parish’s population lived inside the BR city limits. Mayor/President and the BR/parish Govt made more sense at the time, but It hasn’t made sense in the 21st century. It’s now just backwards with as many or even more people living outside of BR than inside including now having around 150,000 living in other incorporated cities inside the parish.

It was... until it reached a court outside of Baton Rouge with a set of judges that aren't activists.

None of that is being reversed - it was done before the vote to incorporate.
After the vote to incorporate passed, during the lawsuit window, there were additional businesses that applied to the Metro Council to annex. Any that were approved during that window will have to be walked back.

That’s not how it works. The map on the petition is final. Those annexations are null and void.

If you can’t see all the overbuilding of shitty apartments and developments built in flood zones (most everything below Highland Road), many by developers with a shady past, rubber stamped by the “Planning Commission” (a real misnomer) and Metro Council members taking contributions from the same developers, then you’ve got your eyes screwed shut.
Huge drainage issues in SE EBR, yet we keep paving areas that were soaking up rainfall or impounding it, replaced by a “retention pond” the size of a kiddie pool, that some malpracticing engineer stamped off on, and then wonder why Bayou Fountain is running backwards during heavy rainfall events.
