What would be the reason for stopping player bets?
Did they start figuring out that players are beating the system to help larger betters win? Normally if casinos stop players from being able to play, it’s because they win too much so I’m curious if “the house” was losing money to player bets

Other states have similar laws that only apply to schools in their state. I understand the intent but what is preventing someone in Louisiana from betting on a player in Michigan's passing yards accomplishing?

That's a futures bet so I doubt that'll be affected. Even in that statement it says full season bets are still permitted.
So you can still bet Lacy O/U yards this season, just no longer on a per game basis. And you'll still be able to bet on team receiving yards per game for example, just not individual players.
