Republicans need money for legal ballot harvesting efforts, voter registration, down ballot races and an army of lawyers in battleground states and districts to challenge the myriad of injunctions, rules changes etc...
Ads and rallies help with enthusiasm, boosting lesser known candidates down ballot, stuff like that.
There's a sizable gap between Trump and Biden right now and a similar gap between the RNC and the DNC. Quite a lot of the money is wasted or finds it's way into high ranking people's bank accounts. So if Republicans spend wisely maybe the large gaps won't be a problem in November. But you'd certainly want any advantage you can have.
