Yes. But the problem for Cali is that businesses will invest in a loss leader just to avoid the wage increases.
Having a carve out for one politically connected donor is going to end up killing this whole thing from the workers’ POV.

You had to be baking bread in-store prior to Sept 2023 so you can’t start now.
I own 1 store in San Diego but our franchise has enough stores nationwide that we fall under this bullshite rule.
Going to increase our payroll by about 25% and I only have part time college students that work in our store

Ahh there it is. But I would imagine a lot of places besides Panera will qualify.
