You keep making excuses for his failures which come because Trump will not hire competent people and pushes any possible assistance aside.
PRIOR to Covid, Trump was spending ion record numbers.

Is your point that Trump will just do whatever Congress tells him to do? Because that sounds an awfully lot like that's what you're trying to say.
The Tax Cut bill also came from Congress. Why are you giving Trump credit for that but a pass for the CARES Act? You don't have really have to answer.....we all know the reason why.

40 Republicans in the House voted against C19 funding.
