What is going on in this golf course arrest video?

Cops storm the golf course with helicopter and ground forces to make an arrest:
Cops make the arrest on the green.
Cops escort handcuffed arrestee to the helicopter to usher him away.
When the suspect climbs into the helicopter suddenly he is uncuffed.
What's going on here? Is this a movie scene?

He paid good money for that knowing it would be shown to his wife and give him an alibi until further notice. You’d think with the coin he dropped for that the people involved would have waited to uncuff him AFTER he got in the chopper.
