If they didn’t give two eventual heisman winners any guarantees why would they start now? The most they’re telling these guys is they can come in and compete

We're going to be a run heavy team next season and we need a QB to run the rpo package. You can do it with Nuss but it's not the same and we won't have two first round receivers who can just beat guys whenever they want. We are going to need play action and misdirection to create mismatches and the rpo with a QB who can run is going to be a big part of that. If the kid comes in and wins the job outright then great. But at minimum he's going to get 5-10 plays a game and most will end up being runs.

The level of QB we’ve looked for in the portal is a clear sign the staff believes in Nuss is the guy. There will be an “open competition” that will only be open is Nuss shits his pants in spring
Which makes sense over paying an ungodly amount of NIL money for a guy you need to guarantee the job to in order to get to commit, if you believe in Nuss.

These two things dont often go together. RPOs are more frequently a way that pass-heavy teams can work in more runs.

A running QB is in no way whatsoever necessary (or even actively beneficial) for RPOs. It seems like you're talking about the read option, which is a totally different thing. Outside of Jamey Chadwell's offense, 95% of RPOs do not have an option for the QB to run; it's a choice between handing the ball off to a RB or throwing.
Also, just btw - despite JD5's gaudy rushing numbers, the read option actually wasn't a big part of our offense this past year (especially over the final ~2/3 of the season when he really got hot). Obviously we'd throw it in on occasion just to keep the defense honest, but most of Daniels's rushing attempts were pure scrambles--i.e. they were not designed running plays. Just anecdotally (i don't have any way to verify, other than manually going back and re-watching every game and counting) i dont think we really ran more than 5 read option plays per game over the latter portions of the season.
In any event, I don't disagree that play action should be big for us next year, and I also expect us to be fairly run-heavy, but I think Nuss's skillset is an absolutely perfect fit for an under-center, play-action heavy scheme where we're primarily looking to bully you but will be aggressive pushing the ball downfield when we do throw it. Think 2019-20/2020-21 Tennessee Titans, the years when Ryan Tannehill went crazy. Lots of bootlegs and heavy-personnel and play action; not a lot of spread stuff or quick game. Of course, that may not be what they want to run, but imo Nuss is a perfect fit for that type of run-heavy attack. He'd get to channel his aggressiveness into controlled, advantageous settings (i.e. play action) and wouldn't necessarily be asked to be a patient, take-what-the-defense-gives-him quarterback who slices-and-dices his way down the field.
