Why are Louisiana road contractors so terrible?

The I-10 widening through Baton Rouge is going to take 20 years if this continues.
The first scheduled lane shifts were cancelled and delayed due to “cold weather”. The high/low Monday and Tuesday were 59/39 & 64/39. 0% rain.
Why does LDOTD accept this? Why don’t they demand contractors stay on schedule. Texas could complete the entire project in probably 3 or 4 years and Louisiana is planning for 20 years. Why not demand better?

Starting at 7 p.m., one lane will be closed on I-10 West from South Acadian to Louise Street. Another lane will be shut down around 10 p.m., leaving only one lane open to drivers until 5 a.m. Thursday morning. The same closures will take place Thursday night. By Friday morning, the lane shift will make its debut. More overnight lane closures can be expected between Essen and College on I-10 and I-12 West Thursday for work on the College Drive flyover ramp. Between the two major ongoing projects, drivers will have to dodge through multiple construction sites for the next few weeks.

Because there are few, if any, accountability measures that apply to contractors once they win that sweet government contract.

Some construction materials have temperature restrictions IE thermoplastic for striping.

Often times these delays are due to DOTD specs and not so much the contractors. As was pointed out above, many items have temperature requirements.

Some people don’t realize that in some states the winter weather makes road construction a spring and summer issue to the point where the state flower is the traffic cone with all the construction going on 6 months out of the year. Meanwhile Louisiana is lucky and can get it done year round with a few exceptions like cold days, really hot days, and an occasional hurricane where if the construction project was along an evacuation route the state may require the contractor to restore all the outbound lanes before evacuations are called.

Always good to plan work with temperature/moisture restrictions in late fall. Based on 7 day forecast, their next window to complete is next weekend. 1 week in and already 2 weeks behind.

My main complaint is the results, not the delays. Our new highways and interstates are bumpy, potholed pieces of shite within a few years.
"It's the Louisiana heat" they tell us. Well, it gets just as hot in Texas and Oklahoma, and their roads are magnitudes better than ours.
Do we allow cheaper material, shoddier methods, or what?

They have 5 people to do every job 1 man could easily do.
