For the first time since 9/11, the sitting U.S. president will not attend any of the observances held annually in New York City in support of service members and the victims’ families.

Instead, Biden is heading to Alaska for the 9/11 observance at Joint Base Elmendorf-Richardson in Anchorage.
First lady Jill Biden plans to lay a wreath at the 9/11 memorial at the Pentagon.
In appears that Biden believes it’s best to break with tradition and refuse to visit the annual 9/11 observances.

I really don't think it's him, I think his handlers know he's gone down enough (mentally) that public appearances will be few and far between.

Are you really comparing Bush going to New York 3 days after the attack to Biden not going 22 years later? That’s a really poor comparison. What’s the point in which he doesn’t have to go or does New York have a monopoly on the president on 9-11 forever?
