When Robocop was cast they originally considered Arnold but decided the combination of a big guy in a big suit was too much. And they went with a thin build actor (Weller) instead

Very few people seem to get OP’s premise. It’s not who was perfect in a role after you saw the movie. It is: what actor was the obvious choice to play an established character from a book or other source in a new movie involving that character
Pierce Brosnan was the people's choice to be Bond, before Dalton ever took that role. When he finally did it, he was what we expected.
Let's say they make a movie about Teddy Roosevelt, or Davy Crockett, or some other known character (real or fictional). Who would you cast, maybe to the point that you'd only make it if that actor would agree to it?

this is actually a pretty good one. 1994, needing to cash in on macaulay culkin's last couple fleeting years of childhood stardom, the studio probably half made the film solely to cast culkin in the role, if not completely.
