I sleep with silicone ear plugs. Highly recommend. You can still hear alarms close to you, but it does help muffle sounds further away.

Won't help with the vibrating of course.

Call JPSO every time he does it past 10pm. There's a noise ordinance. Get the sound Meter app on your phone to show the JP officers when they show up.

Your first mistake was thinking that someone who behaves like this at this level would ever be reasonable. If anything, you just incentivized him into doing it more. This is someone deep into a mindset of general rebelliousness.

In other words, all of your attempts only signaled to him that you were the one to call the cops. Even if it had been another neighbor, he would likely still blame you.

Where you're at now is the point where you need to start documenting interactions and watching for possible retaliation. What do I mean by that?

First off, get security cameras (hidden ones, ideally) in order to capture if he tries to slash your tires, put sugar in your gas tank, etc. Check their recordings every day and copy suspicious/aggressive activity to its own file.

Record any interactions you have with him (audio, video or just writing it down afterwards). This conversation you just mentioned should be noted, for example. Try to use the exact quote and at least the approximate time.

Also, keep calling the cops. After they've shown up to the same call multiple times and experienced the issue (ie: realizing this is a legit, ongoing issue), they WILL do something about it. Make sure that each time you call you mention this is an ongoing issue, also be prepared to give a copy of any documentation to the officers (this can eventually lead to building the case that the neighbor has turned from being merely a nuisance to targeting you for harassment).

If, for some reason, the cops do nothing then you can file suit against him. If you are wanting just a monetary award, you can likely just do it through small claims court (there's a ceiling for small claims awards which depends on what state you're in). If you're wanting a judge to issue a C&D (Cease & Desist) order against him, you'll need to go to civil court. In either instance, you'll need all the documentation I mentioned earlier (as this is a complaint about noise, audio/video evidence is what you really want).

If you decide to go the lawsuit route, get one of these and record it as part of any video recordings. 60 decibels is the sound level of normal conversation, capturing video of the meter reading sound at that level in your home that's coming from his home should be all you really need (especially if you have recordings from multiple dates).

I would list my home for more than what it is worth and pray for a buyer. I would hate to have to leave my home but they aren't going to change and things could end very badly.
