18 US 793(e) doesn’t reference classification. So that isn’t at issue.

It’s false if he doesn’t declassify but he says he did, which is all that’s required under the PRA.
But let’s not get lured into thinking an outgoing potus shouldn’t have classified papers. They all do, which is why the FBI facilitates this exchange with NARA.
