I definitely think both attribute
I was bitten by a Pitbull while out on a run years ago. And I wasn’t the first by this dog. But I still felt bad when the city seized the dog and put it down.

They're notorious for nipping at/biting strangers and kids, although they are not known for serious injuries like the protection breeds are. They're also high energy dogs and lazy Americans buy them because of Disney movies.

That’s why the Great Pyrenees made the list. They are super sweet dogs, but if they were to attack it’s game over.

Purely anecdotal but I have been seeing more and more crossbreeding with Great Pyrenees. Take a big, strong, protective dog with a LGD mentality and crossbreed it with a breed with an aggressive temperament and you have a dog that can inflict some damage.
Also, you have more and more people getting a GP (or GP Cross) puppy - yes they are cute - as a “pet”.
Have had and been around pure bred GP’s all my life. Amazing dogs to watch do “their job”, but “pets” they are not.

My previous neighbor had two pits, a black lab and three dachshunds. The pits were the only ones to attack anything. If it was a "bad owner' situation, wouldn't the black lab and the dachshunds attack too?
