Who would win out of Tony Perkis and Shooter Mcgavin in a villain bracket?

Gotta be Perkis, he was locking kids up and starving them. Shooter just didn’t like Happy’s antics because he was uptight.
Then again if Perkis was convinced deep down that he was doing it for the kids’ health, that changes things.
And Shooter did hire a hitman to kill Happy. Tough call.

I'm going with Tony Perkis because Shooter isn't even the biggest villain in Happy Gilmore-its the nursing home worker-who is also played by Stiller

I think we need a bracket for comedy movies and a bracket for more serious films. I really don't think comparing Shooter McGavin to Hannibal Lector is a fair comparison.
