National Guard powers - Chinese balloon

What authority does a governor have as commander and chief of his state’s national guard. In theory, could a state shoot that thing down?

Most people probably care. Test run… next time they send balloons with emp or worse. Or maybe this thing has tech that satellites don’t… why not send message this is not allowed?

Apparnetly it's still too high, like 100k feet, our fighters can climb to like 60k ish (I think? Somebody in the miliary correct me if I'm wrong).

I say it is easier to ask forgiveness than permission.

Why not just strafe it with an F-16? It would be good training and if not hit too hard, it might descend slow enough not to damage the spy equipment and we could box it up, send it back to Xi and Biden and Hunter could collect a few million dollars more.
