His work in the Coens' films, alone, particularly Barton Fink, is enough for him to be considered for the category.
Which reminds me - John Turturro, also a Coens mainstay is criminally underrated as well.

Don't most people think he's pretty great? I don't know if he counts as underrated.
I'll throw out someone like William Fichtner. Dude's never been a leading man-type actor, but he's really good in almost any role I've ever seen him in.

He’s certainly considered a great actor and maybe it’s a stretch to call him underrated, but very few people list him in the top echelon of actors, and that’s a mistake.

I don't think Goodman is underrated anymore. His costar on Oh Brother, Tim Blake Nelson, is still not getting the roles he deserves.

I've heard many say is one of the greatest supporting actors of our time. He's also won numerous awards and has been nomination countless times. I'm not sure he falls into the "underrated actor" category.
