Idea to make USMNT better in World Cups

First off I don't know much about U.S. soccer and plenty of people on this board have forgotten more about U.S. soccer than I will ever know, but here's my plan...
Add an expansion MLS team called the "Young Guns" with no salary cap. The Young Guns are restricted to players 22 years of age and younger, and all players have to be American. Once you age out, you can't play for the Young Guns anymore and you either have to go play in Europe or for another MLS club.
Young Guns can poach any players from other teams for a nice transfer fee, which would be mostly subsidized by U.S. Soccer. All of the best young players could grow up playing on the same team and build chemistry for the national team.
It wouldn't be cheap, however. How much money do we have at U.S. Soccer???

The US is putting kids in academies all over Europe. The youth are developing beautifully.

Why would you want your elite youth playing in the MLS? Let them play in Europe where they know how to play soccer. Have you watched MLS compared to the EPL? It’s like two different games.

The reason that won’t work is because any player good enough to be in that type team at that age would have already signed a contract in Europe. Where the money is at.

Quality over quantity. Also, there are like 85 MLS teams. By simple math, they should have a bunch of players in the World Cup.
