I definitely agree in theory but the other people travelling in the car Cain shot into were the mom and stepfather of the molester who ran the daycare center. The stepfather was hit by the bullet but wasn't severely injured.

They had been cited multiple times by the state for poor supervision of the children, although nothing sexual was alleged. Cain likely didn't know that at the time but he probably felt they were partly responsible.
