Bruce Wayne himself could be parachuted into the city and it wouldn’t matter. if laws on the books aren’t enforced vigorously, then the local government literally doesn’t exist.
everyone is on their own. which we all want to be the reality, but is impossible in practice if you want a functioning municipality. and once a critical mass of people start carrying, you’ll see a few articles about how honkys are hunting down black people, and then they’ll subside, like every other “white supremacy is the biggest threat to the nation” movement does. most people understand the news they see on their tv doesn’t reflect the everyday reality they see with their own eyes

Tee Du Savon will cleanse the city of these animals.
Every other city has cams on their interstates. New Orleans didn't but I am sure they installed them when it became apparent this was a problem. Any idiot would have cameras by now, right?
