Here's a maybe reasonable, race neutral explanation: certain groups of people believe, wrongly but earnestly, that specifically white people get into positions of power just to get and maintain power, and that part of the job is necessarily getting perks like first class plane rides and under the table money. The presumption is that this applies to every level of governance. So, when members of those certain groups get in, they ALWAYS end up getting caught in bribes, shady dealings, etc. because they genuinely believe that is literally what is supposed to happen because they've bought the critical race theory lies. So, when they're called out, "it's because of muh race!"
