Federal Taxes

Can a state just refuse to submit federal taxes to the US government? What would be the outcome if they didn’t send the feds their check?

You don't pay federal income taxes to the state government with state government just acting as a pass-through to the federal government.
You pay federal income taxes directly to the federal government.
You pay state income taxes directly to the state government.
You pay federal income taxes directly to the federal government.

In this fantasy scenario, the irs would just issue tax liens and penalties on all of the state's residents and the state government wouldn't be very popular with their voters at that point.

Doesn’t work like that.
Employers withhold to the Feds. States do their own withholding.
Any tax protest in this country would involve taxpayers taking as many exemptions as possible in order to reduce withholding significantly and then paying a lump sum in April each year.

That would be the goal but I’m trying to be as realistic as possible which is to starve the beast as much as possible throughout the year.

Given how poorly the government handles cash flow, I think that starving them until April 15 would be enough to make a point without putting yourself into legal jeopardy.
People also being keenly aware of how much tax they are paying would be another issue for the government. It is invisible now as a withholding on your paycheck. Less so if you have to write a quarterly or annual check.

Individual taxpayers file and pay income tax. The government insures compliance by wage earners by having taxes withheld from checks and then deposited. People with 1099 income pay quarterly. The state is not involved.

They would just print more money to facilitate the delay in funds & then they would release the 87,000 Barney Fife troops into the neighborhoods.
And if there were a calculated decision to do that by a large % of the population, I’m sure they would pass something in Congress to penalize you for doing a lump sum at the end versus a pay as you go plan like most people do.
Either way, they pull the levers until they are no longer in power & we are just modern day slaves to the system.

If you want to get rid of income taxes, simply make it where every citizen has to cut a check to the fed and state governments every month.
It wouldn't take long before there would be a revolt. Having money withdrawn from your paycheck before you see the money in your bank account is way too easy to overlook the amount that is paid to governments.
