I've seen these publicity pics in real life.
About three, young 20 year old staffers spent the morning planning this and going to the grocery store.
Being they have never cooked, grabbed sausage and frozen patties. Texted governor's aid it was ready. She shows up, thanks the staff for putting this together, takes the burger a staffer put on the spatula for her, takes the pic and leaves.
They probably didn't even eat the food.
