Why is she stirring up the Taiwan question in a bold confrontation with the US State Department in the face of long standing US policy toward Taiwan?
How does this benefit her politically and her family financially?

They’re using this to divert the media from recession talk to “look how tough these Democrats are with China.” They’re probably doing it with the full cooperation of the CCP.

The Taiwanese know they are staring down the barrel of a gun now that Biden has projected weakness at every turn. And they will pay handsomely for Nancy to send them a supplemental arms package. Probably move a chip mfg facility to the bay/Napa area also to "keep it out of Beijing`s reach". It will likely be put on land owned by Paul`s winery that just happened to by lying fallow.
