They also appear to have retail-zoned plots on O'Neal Lane near S. Harrel's Ferry and in Central along Sullivan. Kind of surprised EBR is not objecting to another store that will generate more traffic right there.

EBR doesn't reject a goddamn thing. They give zero fricks about central planning or how any new projects will affect traffic, flooding, property values, etc. It's just a giant rubber stamp at that office.

Margins are pretty thin. It's a volume game, which means they absolutely must have the right location. Which usually means spending some big bucks, especially if it's a huge store like Target or Wal Mart.

There's a massive, ridiculous apartment complex being built behind the Wal Mart on Burbank. Right in front of nice neighborhoods & on a flood plain.

Traffic is going to be massively fricked, that area is definitely going to see legit flooding, and that neighborhood is going to see a massive spike in crime after the usual Section 8 lowlifes inevitably take over that complex.
