I know taking the lump sum is always the way to go. But, does there become a point where the jackpot is so large that the 20 year payout makes sense? At 700 million your getting 35/year and you collect the entire sum. Is there a tipping point or lump sum no matter what?

Lump sum and hide most of it in 55 gallon drums underground with armed guards watching it.
But for real, this economy is fricked and about to crumble. You absolutely take the money while it's there. Normally you wouldn't try to liquidate it all and literally bury it, but it's probably worth it.

Sure, plenty of people have won and stayed anonymous, many were part of an LLC or had a lawyer claim in their place

Probably need a hedge fund or private equity group. I'm guessing it would take more than 10mm but it would be worth it to keep the crazies away if you could truly stay anonymous. I don't know if you could unless you told no one, not even your closest family, and didn't change your lifestyle at all.
Your best bet would be to move someplace like Switzerland or Dubai where that kind of wealth is commonplace and nobody gives a shite. Some people would be content uprooting themselves like that. Most wouldn't.
