Yeah, by REALLY close contact. The overwhelming proportion of the European cases are gay and bisexual men. In Spain, most of cases are traced to one adult sauna.

Military does it for hundreds of scenarios, they're called crisis action plans. We write out scenarios and publish them for anything from civilian evacuations to aircraft crashes to diseases.
Many plans are actually ones the military can initiate, and most begin with psyops to lessen the blow. See the invasion of Iraq for beginning to end execution of military plans.
