This is the mentality of Baton Rouge politicians.

High quality people don't stay in education for the paycheck. They stay in education due to the relationship with their school community.

If teachers who care have to start over every 4 or 5 years, they will go to another district or leave the profession. The only ones left will be those just collecting a pay check and those not competent enough to get a job elsewhere.

Kinda sounds like she's saying that the reward for busting arse and doing well is that you get kicked to a shitty school that no one wants to work and where the students/parents don't care.
