Its a social justice initiative because really stupid people believe that equality of outcome is important. Mainly, racial demographics.
The idea is to cut sentencing to reduce the incarceration rate for black people. yes, its that stupid.

When you don’t arrest people there is no crime.
Also most of these teens in places like Nola are multiple offenders. If prosecuted crime would go down because they wouldn’t be out committing more crimes.
