Why are the DA's dismissing charges?

I hear a lot of people say that the NOLA trash are able to run loose because the DA's are dismissing charges.
What's the reason they are doing this? It's not a new tbing but seems more prevalent these days.

Doesn't think the charge is worth spending limited budget on
Doesn't think the crime deserves his time prosecuting
NOPD not providing enough evidence

In his defense he never hid his agend. From day one he said he wasn't going to be a heavy handed DA. My question is how the hell does these guy keep getting elected?

Yes, his previous strategy of funding higher profile political candidates was not working and shifted to local elections to blow up within. Look at SF, look at St. Louis.
