I don’t think we have resident cougars.Just an occasional one passing through,usually a young male looking to establish a territory.

Well, i thought about how to answer you without exactly telling you how it is, which would cause many to break keyboards on their pc.
You ever watch westerns, say , Gunsmoke or a JW movie, where the whole town is lynch mobbed trying to get at a prisoner, who is safe in jail. The mob wants to hang him now, but the Marshall has a clear thinking head and does things the right way.
Thats what i see here. In time, when they see fit , the DWF will adjust.
Right now, the ONLY thing that article mentioned that has validity for concern, is the farmer's crop damage. That is a pressing issue. None of the other reasons have any validity.

The entire reason the Black Bear Recovery Plan was enacted was to get the black bear population high enough to be able to hunt them. We're there now in selected parishes.

No, the only valid factor is farmer crop damage. Perhaps if you separate your points into catagories, and we discuss each separately, you may see the light.

The black bear existed by nature . We just missed having them for a long while, because people like Ben Lilly killed too many, and the soybean boom of the 1970's caused alot of land clearing. Now they are back.
The property damage, i.e. corn feeders, they don't belong anyway, in the natural order of things. So many folk do not know or have forgot conservation.
The other property damage such as crop damage, yes we agreed on that already. The DWF should adjust soon to address that.
People " afraid " , you have to get woods wise.

Having a bear season with tags is not inconsistent with conservation.
I bet you think it was ok for native Americans to build fish weirs outside the natural order of things.
Bears that don't get hunted don't get afraid of humans. Hunting them weeds out the brave ones, and the smart reclusive ones carry on their genes. It's 6th grade biology.

Yes that is a secondary good point once DWF determines that numbers warrant a few tags. But it does not in and of itself give reason to open a season. Only correct numbers and reasoning by biologists with Master degrees, determine that.

So if tomorrow a state biologist determines there are plenty enough bears to open a season, will you write them a strongly worded letter encouraging them to take into consideration the extent to which people are, or are not, woods wise enough? Or will you simply accept their assessment because they have a masters degree?
What your logic seems to be is this: There shouldn't be a bear season because the government experts haven't deemed it necessary, but if they deem it OK tomorrow, then it's fine, because the government said so. There shouldn't be a bear season right now because the government hasn't said so yet.

actually they have to prove they warrant delisting from endangers species act.... and prove the 3 populations are intermingling.... or all of this is for naught..
the existing habitat being beyond carrying capacity is one of the two thresholds they have crossed along with total population.

The Louisiana Black Bear was removed from the Endangered Species List in 2016
