So power companies don't have insurance to cover some of the expenses to build the grid, get back online? Or are we here in the rest of Louisiana their insurance? Mother nature, act of god.

Not possible while we are one state. FWIW, I've seen crawfish just as big and good, if not larger, come out of ponds off the i49 corridor north of Alex fwiw.

Entergy spent $4.5 billion the last two years for catastrophic storms that primarily affected South Louisiana.
No for-profit insurer would take on that much risk considering the majority of the infrastructure is in a prime hurricane zone, and the PSC probably wouldn't approve the raise increase it would take to afford the premiums if they did.
All costs are securitized and socialized across the state.

The larger issue here is that we are on the hook from entergy to pay $ 1800 .
entergy does very little to maintain their infrastructure .
When Gustav drug its ugly butt through Baton Rouge we lost electricity for 2 weeks here in Broadmoor . I went through the neighborhood to check on the restoration of power during that time and I discovered that most of our problem stemmed from the fact that entergy's power poles were dry rotted to the point where a limb fell on the power line it would snap the pole off mid way up.
entergy was too tight assed to replace its rotted out power poles.
On a lighter note I was not aware that electric service went north of Elick.

Asking because I don't know, but did the rest of the Entergy customers have to pay towards those damages? Or, did Entergy use proceeds that were generated from all of their companies, which would have been funded by all Entergy customers, to rebuild/repair the infrastructure damaged from Laura and the ice storms?

And this is the bigger issue here. They do not replace a lot of their assets until something happens. Maybe its a strategy because it's easier to pass rate hikes when they need to recover from a storm; as opposed to building a reserve for replacement budget. You see the same with the emergency personnel (especially fire) constantly asking for temporary tax increase to get new vehicles. This is something that should be built into the annual budget, and Entergy should have a team that their sole job is to replace poles every xx years

Entergy does have a pole program, but there are millions of poles that, on average, cost around $5k to change (that's very conservative with modern labor rates).
So if you're willing absorb multiple billions of dollars figured into your utility bill, they can change them at a quicker rate.
