Maybe because it wasn't his first rodeo committing crimes? I don't know, just a guess that a person that is well known to commit crimes is likely to commit more crimes.

If we're talking about him "Being out on bail" then that involves a new crime that he's presumed innocent of until proven guilty.

Irrelevant at this stage. Again, presumed innocent.
You want to know what punitive bail looks like? Look up the Kyle Rittenhouse case or the dozens of J6 people who have been incarcerated for months without a trial.
