They get deployed by Soros when they are needed. He targets mentally ill and criminals and drug addicts and ill mannered people who are emotional and have nothing to lose. Antifa is in Europe too. They tend to pop up around elections or some other major decision to install intimidation and fear
It doesn’t take a huge number of them to hijack a protest and turn it into a mob destroying things. I remember some well intentioned blm people openly talking about this.
