He's been DMing Taylor Swift for a few months. She initially rejected him but the dude did not give up. Shooters shoot and now she's at a Kansas City Chief's game sitting next to Travis Kelce's mother:

His persistence broke her resistance. But it also helps that he is a good-looking, professional football player who makes millions and has won a super bowl. An average Joe would have been blocked and/or outed.

His being Travis Kelce may have something to do with her being at the game instead of hitting him with a restraining order. I could be wrong though.
