However they have blocked transferring to sec rivals with immediate eligibility prior to 2019. Don’t send his transcripts, idk what specific bureaucratic levers/paper work is required.

You do realize that Ricks name comes up every year about transferring? Now he has a legit reason. Not sure it was O's persuading or convincing. He just did not like it here. Simple as that.
