I have no idea how big/small a production this is, but he looks like he's actually got a pretty good part. He's standing in the courtroom too, so he isn't just making a cameo for 1 scene. Looks like project manager or whatever.
Curious to see where that leads; he does fit the bill for mid-level bureaucrat. There's a whole lot of those roles out there
