Though it depends on the state, I'm not aware of any legal definition of offer that is remotely close to that being true. Just about in any jurisdiction unless the law prescribes a certain formality for the intended contract, offer and acceptance may be made orally or in writing.

So Charlie Mac was a legend? Never had a 10 win season, beat Bama 2x, won the SEC 1x. Had at least 2 losses in every season at LS but 2 7-6 in bowl games. Yea, quite legendary.
