Not sure when that was last true, but I wouldn't say that's the case now. Notre Dame DC, Al Golden, is reputed to be one of the top five highest paid at his position in CFB and ND is currently negotiating an extension which would pay him even more.
Denbrock might not leave LSU, but if he stays, I doubt very much it will be because ND wouldn't match his LSU pay (especially now it's being reported that he agreed a contract extension with the Tigers but it still needs approved by your BOS and signed by Denbrock).

The issue with Ludwig from Utah was around money for his buyout - someone at ND fricked up and initially had the wrong, lower figure for Ludwig's buyout. In the case of Colin Klein it wasn't money that was the issue. He came up for a visit and his personality didn't mesh with most of the staff and players in the QB room.
The one positive of it all though for ND fans is that it makes it much more likely this time around that they won't let any preferred candidate slip through their fingers purely due to money.
