Unfortunately, Boling’s time won’t officially count in the record books because it was wind-aided, per MileSplit.coms Cory Mull. Boling ran with a wind reading of 4.2 meters/second, which makes it “outside the legal requirements.” Per the website, the time converts to 10.16 seconds.
