Pitcher Shows Batter No Ball In His Hand Or Glove, Confuses Him, Then Throws Strike

A balk is only called to prevent the pitcher from confusing runners on base. If there are no runners, no balk. I'm not aware of any rules preventing confusing the batter.

It the ump thought it was a balk, the pitch could have been called a ball since no one was on base.
