Dominant UE or non-dominant?
If its her dominant arm basic ADLs such as dressing, toileting, bathing and even getting out of bed will be extremely challenging. If she is able to tolerate as is I would avoid replacement.

The gold truck was making a completely legal turn which typically requires someone to press the brakes to slow down before completing the turn

How would the women driving the white car even see the charger coming if she was behind the gold truck?
Have you driven a car behind a truck or large SUV? It is nearly impossible to see straight in front of them especially when you are tailgating.
I believe the woman was not paying attention, looked up at last second to see the gold truck turning and to avoid rear-ending him she veers into other lane

The gold truck was in front of the white car that swerved into the other lane. Based on height of the white car and gold truck the car would not even be able to see ahead of the truck to see the charger coming.
The gold truck breaking to turn and the white car not paying attention caused the driver of the car to swerve into other lane to avoid rear-ending the gold truck. Nothing to do with green charger.
Yes you can charge him for reckless driving but not for homicide charges

Why would the truck be at fault? Because it was turning? or you just stupid?

Yes I used to drive a car, and hated being behind trucks or large SUVs because you can never see past them. That is one of the main reasons I do not drive a car anymore

Assuming it is muscle related go with dry needling as opposed to acupuncture. Dry needling has needles going directly into the injured muscle/s where as acupuncture is based on chinese medicine and putting needles in specific points(ie for your back pain they may put a needle in the webspace of your thumb)

Cubital tunnel and tennis elbow totally different things. A tennis elbow brace will probably do him more harm since it would be compressing the nerve even more.
Try to avoid all weight bearing on right elbow including while driving sitting at desk also try to limit the amount of time your elbow is held in a flexed position

Don't do it. As a PTA you will always be asked to do more, see more patients while not being properly compensated. Most places will have you treating 2-3 patients at a time for about 20-30 patients a day. In todays world in order for any PT place to make a profit its all about quantity over quality of care.
