No they won’t. They throw out these future dates and no one ever holds them accountable when the goals aren’t met.

Much like today there is a large population in New Orleans that depend entirely on the government. They were unable to take care of themselves and that is what led to the chaos. Storms also devastated the western part of the state but somehow that group was able to pull it together and rebuild.
Regardless of whether New Orleans took the feds help or not. They were screwed.
