What would be best place to see snow on the ground within driving distance of Baton Rouge in January or Feb.? Preferable under 13 hours.

Real or can it be fake? If you don't mind fake, you can do a ski resort in Tennessee or North Carolina. It can be more like ice though.

If you're willing to drive 13 hours, why not just fly to someplace like NYC, Chicago, Boston, Denver or Detroit for $100 in January? There are routinely flights for that cheap since no one wants to go to cold weather/snow in January/February, plus your 5 year old might welcome the heat when you return

When do those cheaper flights typically go on sale? I looked at flights to a few places and really didn't see anything under $300 a person.

They're already on sale. Take a look in this link below for nonstop flights from New Orleans to Chicago. $50 per one-way ticket to chicago, you and your son/daughter could go for $200 total. Flights to Chicago in January for $50
Flights from Chicago to Nola for $50

And if you need to check a bag, look at booking your flights on southwest. $65 each way or $130 total/per person to chicago midway

St. Louis is 10 hours. They get a good snow storm a couple times each winter.

I wouldn't book a flight too much in advance.

Even in Chicago often a good chunk of winter won't have snow on the ground. All it takes is a dry pattern and a couple 40 degree days and it can be gone for a while.

Last year was a record snow drought. No snow on the ground for the entire months of January and February. Granted that was an all time record.

And we had more snow this past winter than seen in 20 years or so.

Don't come here; where it's gross and unkind year-round.

Your best bet is to just wait and watch the weather to see where it's snowing, then you can drive there. Something like New Mexico, or the smokey mountains/North Carolina, or northern Arkansas.
