Certainly not for a family with kids under 5. The ease of and convenience of regular bus transport to resorts can't be beat.

I'm not telling you you're wrong but we just went two weeks ago and it was much easier staying off resort than the previous year when we stayed on resort. Our kids are 5 and 2. We rented a condo on Airbnb and rented a car. It so much easier loading and unloading strollers and such with out own vehicle as opposed to having to drag all of that shite on the bus every morning and night.

As for my advice, rent a stroller from Kingdom Strollers for any kid under 5. Maybe even older than that. We rented a double stroller. My wife's Fitbit said we walked close to 50 miles the week we were there.

(1) stay on property because it is magical, but drive to all parks except MK [and Epcot if you are drinking] Parking will be free as a resort guest and you control your times. If you fly, you are stuck with bus which is fine.

Port Orleans/Riverside is really nice. Art of Animation and Pop Music have family suites that sleep 6. If you can afford it, Beach Club sleeps 5 and has the best pool area for kids
Good suggestions.

At that age, may not be worth the cost for the kids as they don’t eat that much.
It's rarely worth it and I would say absolutely not. He'd be forced to buy the plan for all 5 of them. Don't do it.

(7) the way they do fast passes now, you really need two days in epcot and magic kingdom each to be able to do everything.
Disagree to an extent. But with kids that young, it's true.

False.

Hollywood Studios can be done in one day
It's barely a half day park for young kids. I doubt they'd enjoy 4 things there.

Do NOT rent through the parks. Use a 3rd party seller so you can have the stroller throughout your stay and for places like boardwalk and disney springs. When you use the parks' strollers, you have to wait to get them and then wait to return them. It becomes a real hassle and waste of time.

Kingdom Strollers is a 3rd party.

I misread. I thought you meant Magic Kingdom.

Disagree here. We got there at park open and stayed until the fireworks 3 weeks ago, had plenty to do. There's a bunch of characters, and many of the shows are better for little kids. It's not a whole day and still have more to do, but I certainly don't think it's a half day and it's nice if you are there for 4+ days to have an 'easy' day.

Your want to stay cheap you can get two bedroom suites off property but close enough to see the fireworks for $100.

Staying on property is overrated.

Just book at Pop Century or one of the All Star resorts if you want to keep hotel room cost low. They have rooms in the $110-130 range. If you stay off property, you're either having to Uber to the parks or pay for parking. Then if they want to go back to the hotel to rest and let the kids take a nap during the day, thats an extra Uber trip or parking cost each day to go back to the park in the evening. On property, they can just catch the Disney bus and go back and forth as they please.

Toy Story, Little Mermaid, Beauty and the Beast... Uh... What else can a 3 yo do? That Disney Junior show? Star Wars characters are everywhere but a 3 yo won't like/know them. I can do those 3/4 things (with a FP for toy story) in less than 2 hours.

Epcot is a one day park for kids that young. They are not going to be interested in the World Showcase and it is a ton of walking to get to every country. Jump in and hit up Frozen and Soarin and the other things they want to do (Finding Friends with Nemo).

Don't forget, Toy Story Land opens June 30th. Not sure on when you are going exactly. Even though it doesnt open until June 30 there will likely be previews for people with Annual Passes and DVC memberships. That's what they did for Pandora. So Hollywood may end up being really crowded. If you go before it opens to everyone you may be in a crowded park with not a ton to do. If it is after it opens then all bets are off, place will be mayhem but the kids will love TSL I am sure.

Magic Kingdom is where the kids will love spending most of their time. I'd be spending 2 days there, minimum, if not 3.

The nice thing about Disney tickets is you can decide day of where you want to go, the part that locks you in on a park are dining reservations. If you have Park Hopper then it's not such an issue but you still don't want to waste too much time jumping from park to park.

For being such an expert on Disney you are really being ignorant here.

Toy Story both the ride and characters
Beauty and the Beast
Little Mermaid
Disney Junior Live (really only for under 5, both kids loved it)
Bunch of characters to meet
Muppets
Frozen
Indiana Jones (both my girl 2 and 4.5 loved it)
Star wars Jedi training
Star wars ride (not for 2 year old obviously)
Fantasmic show at 7pm

I'm not disagreeing that Hollywood studios has the least amount, it does. Frankly they need to add twice what they are looking to add in 2018 imo. Even with that new stuff, they need to pull some damn people from Magic Kingdom and Hollywood studios is the best place to do that. But I would disagree its only a half a day unless you are only adults and want to just hit the big stuff.

Again, I think its fine as you put it in the middle of your stay and have an easy day. Don't have to get to the park right when it opens and you can stay until Fantasmic at 7pm or whatever and then call it a day.

My son was 3. Didn’t like the 3D glasses. He doesn’t know the muppets. Or Star Wars. Or Indiana Jones. Other than that, you still have nothing that would take over 2 hours total.

I bought a used stroller used it out there then left it in the parking area for someone else when done. Cost me $20.

Book them a Disney Cruise instead. I got 3 kids under 5 and they wouldn’t have made it through the park. We just went two weeks ago and they loved it. Got to see all the characters and princesses and the kids club is top notch for the parents to get a break. Ours kept begging to go back. When they get tired, and they will, your room is 5 minutes away.

Go to www.magicalvacationstravel.com and request a quote for a trip between december 1 and 10 when they are offering their agency exclusive discounts. Compare price to any other website. Pick the cheapest. They will be cheaper because they are buying rooms in bulk and passing on discounted group rate to their customers.

Stay on property. The buses are great (and if you book at a "better" resort, there are other transport options as well).

At that age, don't get parkhoppers. Single park/day tickets will be fine.

Character meals will be a must - Chef Mickey's at Contemporary, Crystal Palace at Magic Kingdom, Akerhaus in Norway/EPCOT (that one is princesses and is right by Ilsa/Elsa).

If this is the case then that takes out a ton of shows and rides in all the parks. My kids didn't know muppets or Indiana Jones but they enjoyed the shows, not saying they were their favorite but it kept us busy.

Op, I would definitely just get with one of those planners. I've never personally used them but they cost nothing or basically nothing and basically plan your whole trip. Planning for Disney is very important so they will be well worth it. You can also give them your budget and they'll help you find deals and what not.
