Subwoofer

I have an old school surround system. Center channel, tower speakers and a Fosgate subwoofer. Yesterday we had a lighting strike fairly close and I heard a pop in the speaker. Now that's all I get is a loud hum from it. Is it toast?

Oooohhh, that doesn't sound good. Literally and figuratively. 
Was it plugged into a surge protector?
Hopefully for you it's toast and you can buy a new one (there's a really good thread on here from a month or so ago, but put Hsu and SVS on your short list.

I recently got a BIC Acoustech PL-200II for $250 shipped to my door. It is rated down to 21Hz but it has VERY good output down near 15Hz.
It is a powerful sub with great sound and all of the standard features. The only knock is that it is VERY powerful. It likes volume and power. I wouldn't recommend it for a smallish theater room. It would be overwhelming and washout.
I have compared it to similar SVS, Klipsch, etc. that run up closer to $1500 and the BIC sounds every bit as good.

Thanks for the replies. I bought the surround sound stuff years ago from N.O. audio and video. I guess its it's time for and upgrade. Anyone interested in some tower cabinets and subwoofer cabinet.

... there's big differences between the levels they claim and what they actually produce from my experience. I've got the 1st version HSU 15" sub, the one that can be converted from ported to sealed, and listening to some of these videos I can hear what they claim are single digits and that's not happening at all.

That is for a specific test environment and a specific dB loss. You put it in the right spot and the right room and your output is not guaranteed to match testing environments. Sometimes things get better, sometimes they get worse.
With my setup in my media room, my couch and walls are rumbling very strong at 15-18 Hz. More than strong enough for the purpose. Nothing to hear at those frequencies. They are only for effect and the effect is strong with this sub on carpeted concrete floors.

You can't hear anything at that level. Most people can't hear much below 35Hz. The whole point of subs going lower is for LFE during movies. It is for feel, not sound.

I'm not saying I don't believe you, I'm just saying I'm skeptical. Top subs costing multiple times what you paid for the BIC roll off before 15 Hz so I'd be curious to see an actual response curve that supports that claim. I would think that the stated response curve from the manufacturer is almost always going to overstate low end as that helps sell...and that low end would be achieved in a perfect testing environment which few if any people actually have in real settings.
For example, response curve for a $2,500 SVS PB16 Ultra...rolls off at about 16. So I have a bit of a hard time believing you're getting output at 15 Hz.
