I have a family member that needs a new small TV for their kitchen...

Current one is a 25" TV, but they want something a little bigger...I found a 28" LG TV on Amazon but it is an IPS display...is this an issue? Seems that IPS is more for computer monitors...should that matter?
It will be hooked up to a Cox cable box.

Walmarks has a 24" on sale for $74
edited because I didn't really read your question.. check walmarks... they have lots under 32". I wouldn't worry much about resolution on a TV that small because it's small and no one is REALLY going to be watching it much to be honest.

It's really only an issue if the family member prefers viewing LED vs an LCD/IPS screen.
As far as whether it matters technologically, not really. As long as it has the right connections for the cable box, you should be good.

thanks but too small... the current TV is 25" diagonal but has a two inch border around the screen...these new TV's barely have a border so it will look too small in the space.
32" would likely be too wide...so trying to find a 28"

I trimmed the height of the feet down on a 32” TCL Roku tv for our kitchen counter to fit under the cabinets.

Unless you have oled or plasma, all flat TVs are LCD. LED is just a type of backlight. IPS is great for a kitchen because it has the best viewing angle of all LCD except maybe the super new ADS stuff.
Whenever you hear backlight tech being front and center, it usually is to detract from the screen itself. In this case, the ips screen is worth mentioning instead of the generic backlight.

not being sarcastic, but is that necessary? i thought most cable providers had apps these days for TVs so you didn't need to plug in additional hardware.
if the coax is already there and the box already purchased, i get it but maybe ask questions and see if there is an app you can install on the TV itself instead.
if so, that may require a certain OS (Roku v Samsung vs Android, etc.) for the app and may lead you to a different TV.
i'm at the point where the built-in TV apps are good enough to not have to even hassle with an HDMI stick or hassles of paying a monthly fee for additional cable boxes.
mount the tv, plug it in, login to your WiFi and you're done.

Get a 32 Hisense with Amazon or Google built in. You can do cable, or apps for music, recipes, and such.
