Just know that if you do this, he can just re-enable it by running REG DEL HKLM\SOFTWARE\Policies\Google\Chrome /v IncognitoModeAvailability /t REG_DWORD /d 1 if the account he is logged in as has administrative privileges. If your computer starts up and does not require a password to get to Windows, then the account being logged into is likely an administrative account.
The proper way to do this would be to setup a secondary account for your son on the machine. The new account will not have administrative privileges.(LINK ). Then run the command to disable Chrome Incognito with administrative privileges while logged into the new account (LINK ).
If that's not something you're comfortable with setting up, just get a parental software package.

Setup Open DNS. It has a family shield to block adult content and it can log web addresses visited. It's a pretty easy setup.

Opendns is the answer. Put it on your router. Then all devices are protected. Unless he knows how to change the DNS servers on his devices.

I support OP’s efforts. The kid will still watch an inordinate amount of porn, but he’ll learn some valuable networking/tech skills in the process. Win/win.

You need a combination.
NextDNS or openDNS on router with porn blocking enabled.
Covenant eyes on all devices he access to. With additional OS level restrictions as directed by covenant eyes.
There are plenty of spiritual and secular scientific addiction/brain development reasons to protect his mind from this. I’ll skip the former because I’m not going to successfully evangelize some internet strangers 16 year old.
It’s not about sheltering him. It’s about allowing his brain maximum development time without this addiction making life long neuro pathways. One day he’ll see it all. The goal is just to put his brain in the best position to fight back when that day comes.
There will always be a way to find it but with modern networking and software you can make it dang near impossible.

In all seriousness, replicating staring at scrambled Cinemax or hunting for some old playboys is healthier. Easily available vice kids don't have to put any work into is bad for the culture.

Growing up with a single family computer incentivized me to get incredibly familiar with how the Windows 95 file systems worked, especially how to nest permissions to make files easier or more difficult to stumble across or search for. You know, for science
